It is a QR code that is used for serial number scanning and some manufactures use them as a hyperlink to the manual. S&W have started putting them on everything recently. This might just be a generic picture instead of the actual model being sold.

My guess - and this is only a guess - is that this was placed here by the previous owner of the firearm to use for inventory accountability purposes - i.e. they automated their inventory procedures and this mark is 'scannable' to provide an instant identification of this specific firearm, and ties into information about tho whom it was issued. But, yeah, you would need to call Buds to be sure.
