Andrew, Muzzle brake is in addition to the barrel length. You can change out that specific accessory if you like.

Andrew. If a muzzle brake is welded and/or pinned permanently in place, it can count as barrel length. That's how manufacturers can sell AR-15s with 14 1/2" barrels (with a 1 1/2" muzzle brake welded/pinned in place), when the legal length is 16". If the brake is removable, it doesn't count as barrel length, per the BATF.
