Thomas, yes it would. Optimal bore to scope axis should be approximately 1.5inches. You could compensate for it but your short range ballistics will be skewed.

yes it would put the scope to high to have a good cheek weld on the stock when you look through it

Yes Thomas,you don't want that scope so high you have to raise your cheek from the stock to look through the scope. Generally, the lower, the better. At any rate, just high enough for the scope to clear the front of the rail.
