Gilberto, Yes you need to fill out a form 1 for this Class III firearm. 10.3" barrel is a short barrel rifle (SBR) and needs a $200 federal tax stamp and be delivered to a FFL that can handle Class lll transfers. As is stated in description "all NFA rules apply"

Gilberto, yes Sir. Firearms with less than a 16" barrel and a Shoulder Stock are considered SBR's "Short Barreled Rifles" and need a $200 Tax Stamp and registration as an NFA Firearm. https://www.atf.gov/firearms/qa/which-firearms-are-regulated-under-nfa
Gilberto - you have to apply to the ATF for a 'tax stamp' on short-barrel rifles such as this (less than 16"). OR you might consider an AR pistol .. which needs no tax stamp.
