You COULD wear it .. but you aren't going to have any support for the weight with a pair of sweatpants and no belt. It will be very loose and I would guess would be a constant struggle to keep your sweats pulled up. A good sturdy belt is really the first step to a good concealed carry system with either an IWB holster, or an outside the waist belt holster ... just to support the weight, and keep the firearm in the proper position, and keep it secure..
Jarrod, I have tried just this and it will be very flimsy and awkward to secure the holster from unwanted movement. It was designed for at least a 3/4 inch diameter belt.
