Yes, but due to circumstances a restock fee may or may not be charged but probably not since you did not take ownership.

The FFL should send the firearm back to Buds. You'll want to contact Buds directly about the refund for the purchase of the rifle. You will not get a refund for the background check though. Hope that helps.
