Hank - same gun, same materials, same construction. TALO is a wholesale buying cooperative that was started in 1965 by fishing and hunting wholesalers in Texas, Arkansas, Louisiana, Oklahoma. TALO commissions limited editions of firearms from Colt, Glock, Ruger, and North American Arms, Mossberg, Sig Arms, Walther and distributes them to stocking sporting goods dealers across the US. Collectors should contact their local dealer and ask them to order a special edition from a TALO wholesaler.(taken from the TALO website). In actuality, the firearms may have one certain minor feature that is different, or might be a true special edition with many special features. My own findings are that it is primarily a marketing tool. The firearms might have a special run of distinctive serial numbers, for example. Primarily of interest to collectors. With this Colt, probably no difference other than maybe the grips.
