Alan - you didn't identify a specific Mini-14, so I can't refer to any one specific firearm, however the Massachusetts restrictions state Any Ruger Mini 14 or substantially-similar model rifle, with a capacity/magazine of not over 10 rounds, is permitted. Hope that helps, and as long as the specific rifle to which you refer is in 'factory' condition, it should be fine. .
Alan, yes Sir "Any Ruger Mini 14 or substantially-similar model rifle" is Massachusetts Legal. Details under "Rifles/Permitted" here : https://www.budsgunshop.com/catalog/feeds/state_reg/massachusetts_restrictions.pdf
Alan - I found this one, and assume it is the Mini 14 you were talking about: https://www.budsgunshop.com/catalog/product_info.php/products_id/415006396/used+ruger+mini+14+ss+synthetic+223rem If so, then you would need to contact Buds and ask them to remove the magazine prior to shipping. I think they would do that for you, then you will have to buy your own compliant magazines when you get the firearm. Other than the mag, (20 rounds) that comes with the rifle, everything else looks fine for MA. This is the reason we need to know the exact firearm being discussed, in order to make a determination. thanks! You can contact Buds customer service to ask about removing the mag, at 1-859-368-0371 (9am-9pm EST Mon-Fri) or use the "chat now" button located at the bottom right hand portion of your screen, (9am-9pm EST 7 days a week)
Alan, This mini 14 https://www.budsgunshop.com/catalog/product_info.php/products_id/415006396/used+ruger+mini+14+ss+synthetic+223rem is a KY ST Police Trade in. Firearm is legal in MA, but 20 round magazine is prohibited.
