tigran, I think the muzzle device makes it prohibited. See following----Semi-automatic centerfire rifles that do not have a fixed magazine, but have any one of the following features: o Pistol grip – a grip that protrudes conspicuously beneath the action of the firearm. o Thumbhole stock o Folding or telescoping stock o Grenade or flare launcher o Flash suppressor or flash hider o Foregrip – a grip that protrudes conspicuously beneath the barrel

Tigran, this model (MA9826C65CA) is CA compliant. This is the reason for the CA in the model number Sir.
Buds says it is CA legal. The CA restrictions on the Buds website say it is permitted ("Springfield M1As will be legal if "CA" or "AA" is indicated in the model number (these models will have a muzzle brake instead of a flash hider))" This rifle is most certainly CA legal. Read the CA restrictions all the way through. You'll find the exception for M1A rifles. Get your order in Tigran.
