Frank, yes Sir, it is legal for purchase/ownership in CT.

Frank - if you're over 21, then you can legally order this for shipment to your FFL in Connecticut. The ATF have classified this as a 'firearm' .. but not a shotgun. Hence, the shorter barrel is legal.
