Yes the upper for the MK4 already is drilled and tapped to accept a top rail for a red dot per Ruger's main website, but I don't know if they'd provide the rail or not. More than likely they don't, but hey if you do get one with your purchase consider it a bonus. If not, you can buy on from Buds if they sell one or purchase from Ruger's shop page, they're about $15 plus shipping, could be flat rate; which is about $6 more or less.
Yes, they will accept a rail. The rails are sold separately and are widely available. Great little guns, I have one myself. (If you found this answer helpful, please mark it as the "Best Answer". Thank you.)
Yes: Either Weaver-Style or Picatinny-Style rails. There are even "Combo: style mounts that give you frame rail options as well. Some configuration examples are : (picatinny) - http://www.majesticarms.com/sitebuildercontent/sitebuilderpictures/picturegallery848099.tmp/MajesticArmsPicatinnyRail.jpg - (Combo Rail) - http://www.rimfiresports.com/graphics/00000001/VC3PR-TS.jpg
