I agree with Randy i, Marc - even though that is not the answer you wanted to hear. The way the rules are worded, it appears that LEO may only purchase 'off-roster' handguns, "For Duty Use" only. There is no exception mentioned for purchasing of non-compliant rifles. For a definitive resollution, you might consult a CA FFL licensed firearms dealer as I am sure they would know for certain.
