That particular model is on the roster of approved handguns for CA so you can legally purchase it and have it transferred there. No requirement to be Law Enforcement for this model. (I'm assuming you're a California resident if you're looking at a CA compliant gun). No you do not, unless your state has some kind of handgun roster like California. The one you're looking at is California compliant. I know. I have one.
