Not sure what you mean about sub 2000, but they'll ship to an FFL. I've bought many from buds.

If it is CA compliant they will if it is not a CA compliant gun they will not ship it to a FFL in CA

Buds does ship to your state. Just have to make sure the gun is legal unless your a cop and you can have it.
