Unfortunately no, it must be legal in the factory configuration. See this document: https://www.budsgunshop.com/catalog/feeds/state_reg/new_york_restrictions.pdf "The firearm you purchase must be compliant AS IS from the manufacturer before we will ship."
Chazmond, Retailers can not alter the way a firearm is packaged and shipped from the manufacturer. Here is NY's rule that BUDs follow:----------"We will not ship firearms to a third party to be modified or changed in any way from manufactured specifications. The firearm you purchase must be compliant AS IS from the manufacturer before we will ship." 3rd party or BUDs the packaged firearm cannot be changed.
Chazmond, Buds usually does not open/alter new firearms packages including Magazines. I have heard from members that some Customer Service Reps have offered this so I would contact Buds to see whether they will or not at 1-859-368-0371 9am-9pm EST Mon-Fri. or use the Blue Chat now button at the bottom right corner 9am to 9pm Mon - Sat and 9am to 7pm Sunday.
While the will not "swap" a magazine here lately we have heard that buds will ship with "NO" Magazine if that is the only reason that a gun is non compliant. You would need to Contact Buds customer service (859) 368-0371 available 9AM to 9PM CST Monday through Friday or use the blue chat now button and they will help you with the order . We are not buds employees we are volunteers that answer questions
