Dennis, This Colt 1911 model 01991 is not shiny. James has "Semi-Gloss Blued Finish" . It is not a "Matte Black", but not very shiny. You can see the slide is not totally silky smooth.
It is blued but not glossy like on Colt pistols and revolvers of old.
