I am a TX resident, but will be in Kentucky later this summer. Can TX LTC residents purchase handguns in Kentucky or do they have to have them shipped to a TX FFL?

Only FFL dealers can handle transfers across state lines, you can purchase it wherever but cannot take possession of it except from a Texas FFL transferring it to you in Texas.

You could purchase it just like a  online purchase and the selling dealer would have to ship ship it to a FFL in your home state for transfer to you Federal law prevent the sale of a handgun in a state other than your state of residence (transfer must be done in your home state)

Ed, only Long guns can be purchased across State lines. Handguns must to shipped to a local FFL for transfer to you by Federal Law.
