I want to buy a GSG-16 with my credit card ($308), have it shipped to a FFL (who is on file with Bud's)  a mile away from me, where I'll pick it up after submitting a form 4473 (and paying his fee for using his FFL).  How do I do this?

JamesB, just make the purchase at Buds (FFL will be selected by you starting at checkout), when your FFL receives your GSG-16, they will contact you to come in and do paperwork (4473) - pay transfer fee and you leave with it. Buds will also provide tracking when they ship.

Illinois is a little different you need to do what James said and also send a copy of your FOID card (firearms owners ID card) to buds FOID cards are sent to the same place as FFL dealer information (ffl@budsgunshop.com / Fax 800 804 5569)
