Kyle, The companies put packages together with night sights, extra magazines or other accessories that they market at special prices to "Qualified Professionals" The "QP" scope is pretty broad. Just a spiff from firearm manufacturers for the special people that serve or have served in some capacity. I mean it's good for EMTs, Judges, D.A.s, LE, Fire Rescue, Retired Military, Etc.

The discounted LE version (qualified professional guns) are usually determined by the manufacturers themselves instead of Buds'. Kyle, the retailers play no part in QP packages, it is the manufacturer. They ear mark packages to be sold as QP/LE only at a discounted rate for First Responders. I agree that if it is legal for me to buy, I should be able to but, this has been a standard firearm industry practice for our Service Men and Women for many years.
