Jakob, I do not own this firearm, but a range friend has the exact same model without the rail and the receiver is drilled and tapped. So I imagine this railed model has the rail attached by the same drilled and tapped openings on the receiver. I would not think they make two different receivers with one having a integral rail manufactured directly on receiver and the other drilled and tapped.

Jakob, yes Sir, this one is removable unlike the Ruger American rifle.
