Hi is this California state compliant? Are there any current rebates available from Savage? I see there is one for the evolutions and GRS. Does this qualify as well?

Yes it is CA legal because as a BOLT action it does not have the restrictions that are in place for SEMI Auto rifles see rifles at https://www.budsgunshop.com/catalog/feeds/state_reg/california_restrictions.pdf
