Hi Timothy, this rifle seemingly meets the same requirements as other Howa rifles that are on Buds CA approved list but is not specifically listed. To be sure I would suggest you call Buds customer Service at (859) 368-0371 (available 9AM to 9PM EST Monday through Friday) for verification so you don't run into any transfer issues.
