Many guns are "CA Compliant" in that they have the have the required low capacity and lack of banned features but the roster is the bottom line when it comes to shipping anything to a California FFL specifically. This gun would be perfectly fine to own if you, for example, already owned it in another state and then you moved to CA. Also legal to buy from someone that has one through a private party transfer. Victor, California is very strict on the exact model being on their CA DOJ Roster to be considered legal to purchase/own. Nothing strange here as CA has always been a front runner in gun restrictions.
