if you put a 14 inch barrel on a shotgun it will become a short barreled shotgun and will require a lot of paperwork 9for a NFA device) and require a NFA tax stamp. just get a Remington tac 14 to have your short barrel gun it is legal (it is not a shotgun according to the ATF) (do not put a full stock on it or it becomes a short barrel shotgun with all the above requirements ) without the NFA paperwork and tax https://www.budsgunshop.com/catalog/search.php?q=remington+tac+14&type=
Maurice, if the shotgun you plan to install the 14" barrel on has a shoulder Stock instead of a brace or pistol grip, it would then become an NFA firearm needing registration and a $200 Tax Stamp. NFA details, if applicable, are here : https://www.budsgunshop.com/catalog/NFAGuidelines.pdf
it would also be illegal to put both the 14 inch barrel on any shotgun even if you changed the stock to match the tac 14 because it was made as a shotgun
