As a resident of California I can surely tell you that this is definitely not on the roster. The only way you will be able to get this in California is if you are in law enforcement or if you're able to find one via private party. I've got many of my off roster pistols via private party transfer. I would check local arms classifieds. You might also want to check online forums and communicate with fellow residents of California.
