No, 9mm Ultra uses a .355" diameter bullet and 9mm Makarov uses a .365" bullet and the two are not designed to be interchangeable.

Antonio, The technical differences? - The Makarov is 9x18, in other words the case is 18mm long, while the 9mm Luger, aka 9mm Parabellum, aka 9mm NATO, aka 9mm x 19, is 19mm long. The Makarov case is fairly steeply tapered, The Luger case very little. The bullets are actually not the same diameter; although nominally "9mm", the Mak bullet is actually 9.27 mm, the Parsbellum 9.01 mm. Ballistically, the Makarov has a 95 grain bullet at 1050 feet per second with performance very similar to .380 ACP; the 9mm Luger 115 grain bullet at 1200 fps.

Antonio, The 9x18 Makarov is a different round, larger in both case and bullet diameter than the 9x18 Ultra. The Makarov round will not chamber in a gun chambered for the 9x18 Ultra, and the latter is too small for the Makarov chamber though it will fit and fire. It was originally developed in the 1936 for use by the Luftwaffe, but was not adopted. (The Ultra cartridge is usually agreed to have been the design basis for the Makarov, with similar case length and a slightly wider and shorter projectile).
