Based on what I'm seeing, the stock looks compliant. But I know the muscle brake has to be pinned. If that's the case and I get that done, is this NJ compliant? Would Bud's ship to my FFL to complete that work?

Bolt action rifles are legal there. Bolt rifles are not looked at as an AR.
