I am purchasing TFX sights and it says the item qualifies for free shipping but when I go through checkout, it wants to charge me $9 or $10 for shipping!

To receive free shipping, you must have $199 or more in qualifying items in your cart. Shipping will be charged on any items that do not qualify, or if the minimum amount has not been reached.

Most have minimum amounts to give free shipping. But lots of vendors say free shipping but just build it into the price
