Dennis, only if you plan on picking up a firearm at a Buds location. Otherwise, no, your local FFL will charge their transfer fee upon your paperwork completion and firearm pickup at their store.

Local FFL dealers will charge you a fee. I'm sure it will be different if you actually pick it up in person. I'm nowhere near budsgunshop. I wish I was my brotha.
