No, it is a pistol and requires a permit if one is needed in your state for handguns.

Kurt, no Sir. The BATF classifies this as a Handgun/Pistol since the barrel length is less than 16 inches and it has a Brace instead of a Shoulder Stock which would then make it a Short Barreled Rifle (SBR) which would then make it an NFA firearm requiring a $200 Tax Stamp and NFA Registration.
