Eddie, You can buy the lower in CA just can't make it into a pistol. You can't just buy a stripped lower receiver in CA and build it into a pistol, because all stripped lowers are transferred as rifles, unless you're somehow exempt. ... Federally an AR-15 lower is "other" since it can become either a rifle, or a pistol, or a Any Other Weapon.
