I read up on the NRA Gun Museum definitions of firearms quality, and I want to know if the 75% referred to here is about just the finish or the functionality of the gun; meaning trigger, timing, barrel bore, and accuracy.

Lance, 75% means the "Finish". Buds rates very conservatively so as there are no surprises. The functionality is sound.
