No, this pistol is not on the CA roster of handguns certified for sale and would not be legal to ship to a California FFL. https://www.oag.ca.gov/firearms/certified-handguns/search
As a California resident I can assure you this is definitely not allowed in California. First, it has a 30 round magazine. Second, it's not on the ridiculous Handgun Roster. However, it is possible to get one in CA. You'd have to get one via private party from a California resident. For example, law enforcement officers have access to off-roster handguns. If he or she is selling one via PPT you can legally purchase it. Another way is if an out of state resident moves to California. Once they do their part you can legally buy that firearm via PPT. Of course, at an FFL for these transactions. PPT is how I was able to get one of these pistols. It was my pleasure to assist you.
Margarito, no Sir. Magazine capacity is currently capped to 10rds. Hopefully this will change with some new rulings in CA. There are no Current Kel-Tec Handguns on the CA DOJ Roster here : --- https://www.oag.ca.gov/firearms/certified-handguns/search?make=All
