In the picture there is a ring around this bullet well above the cannelure and about a quarter inch below the tip. I've never seen this before, except on soft point bullets and bullets with plastic tips. Anybody know anything about this ring and what its purpose may be?

James, this may just be a stock photo. This Buds/E-Gunner auction does not show this ring for the same listed 308 ammo  ---  https://pa.egunner.com/auction-Legend_Basic_30-19811   ----------  I have not been able to find these as component bullets. The ring does not serve a functional purpose.
