It should be, but NY can be picky, and might view this as a short barrel shotgun(even though they are specifically manufactured as just firearms, which is why it is not allowed in CA.) I would suggest contacting some local FFL's and see if they have a concrete answer, as well as see if they will complete a transfer on it. Some might not as NY has this in kinda a grey area.
