Mike, I have heard from members that some Customer Service Reps have offered this if magazine capacity is the Only State restriction so I would contact Buds to see whether they will or not at 1-859-368-0371 9am-9pm EST Mon-Fri. or use the Blue Chat now button at the bottom right corner 9am to 9pm Mon - Sat and 9am to 7pm Sunday.

As far as I know Bud's doesn't do that. I don't know if they changed their policy. You will have to contact them for an accurate answer.
