Rudolph, yes Sir. Bolt rifles do not carry the same restrictions as Semi-Auto's. https://www.budsgunshop.com/feeds/state_reg/new_york_restrictions.pdf

Hello there. Yes it is. It is a bolt action rifle with less restrictions.
