Eddie, What happens is once the water gets above the bottom laces the moisture comes in between the tongue and boot sides. Even though fit seems tight it is an opening and is not a seamless seal. Works well in a inch of water or less. Once the water gets up to the laces water comes in opening between tongue and boot. The lower is waterproof. Send them back if you are not satisfied.
