When I did an FFL search on the Bud's website during the ordering process my local FFL showed up on the list, but not as a "Preferred FFL". Do I have to have my FFL fax his license to Bud's, or is that not necessary because he showed up during the local FFL search?

It is not necessary but, I would have your FFL ask for preferred status. They may not have received anything from Buds in a while and may just need to freshly resubmit to become preferred again.
