Jeffery, No and yes. Because they can be manufactured to higher tolerances and less manufacturing variables, flat-base bullets are inherently more accurate than boattail bullets. For certain caliber and bullet weight, flat-base bullets can be made shorter than boattail bullets and are thus stabilize better in a slower twist. Boattail bullets are longer for same weight flat-base. So inversely. With jacketed bullets, the more bearing surface (longer bullet) you have, the better your accuracy potential will be. Longer bullets are typically heavier so that generally means heavier bullets tend to be more accurate. Many people do believe the longer boattail bullets lend themselves to greater accuracy. All depends on many variables. Twist rate, barrel length, load data, and the distance shooting.

Jeffrey, usually so but not in every case Sir. The boat tail design increases the ballistic coefficient of a bullet for less drag on the bullet to extend the effective range of the bullet. A boat tail looses less velocity over a given distance than a flat base bullet and will stay faster, drop less, hit with more energy farther out, thus extending the effective range.
