Welcome to the Second Amendment community. As a California resident, I can assure you that this is compliant in our state. If this is all you can afford, I'd say save up another $100 to get something quicker to load, bigger grips, and more ammunition capacity. You can get a California compliant Walther P22 for under $300. It was my pleasure to assist you.
Yes this is California compliant and is on the roster here: https://www.oag.ca.gov/firearms/certified-handguns/search?make=151022 Your mileage may vary but I'm personally not a fan of these revolvers for anything other than a range toy. https://www.luckygunner.com/lounge/the-naa-mini-revolver-you-can-do-better/
Kevin, yes it is CA compliant. I have the NAA Mini Master in 22Magnum that I have owned more than 24 years and it is still going strong. Also, and interesting novelty view : https://www.youtube.com/watch?v=GAtt90LlH_0
