Thomas, possibly but you will need to contact them to ask via Live Chat which is very sporadic. I have heard from other members that if magazine capacity is the ONLY state restriction that some Buds personnel have offered to remove/replace magazines. I would contact Buds Customer Service to see whether or not they will at this time.

here lately we have heard that buds will ship with NO Magazine if that is the only reason that a gun is non compliant you would need to Contact Buds customer service available 9AM to 9PM EST Monday through Friday use the blue chat now button and they will help you with the order . We are not buds employees we are volunteers that answer questions

i have never gotten a gun new anywhere that comes with the magazine installed it is always in its own sealed bag within the box or case.
