We have asked the ATF and CA-DOJ about this issue several times before. The problem is that guns are serialized by the manufacturers and assigned a model number to each serial number when produced. If the original model number was a 15+1 rd gun, simply removing or changing the magazine does not make the gun itself legal in CA.....it is still, by serial number, a 15+1 rd gun. You would actually need to purchase a gun that was originally manufactured, and serialized, as a CA compliant gun.
