yes it is legal "The following are permitted: ✔Kel-Tec KSG, DP-12, and similar pump shotguns with fixed tubular magazines, which may contain 10 rounds or more, are permitted." https://www.budsgunshop.com/feeds/state_reg/maryland_restrictions.pdf
