Ryan, no Sir. It is Federal law that a handgun must be purchased in the State where you credentials originated. Only long guns, i.e. rifles and shotguns can be purchases across State lines without being a registered resident.
The other commenters are correct: if you are asserting PA residence, then you have to buy a handgun in PA, and then transport it here yourself. If you've been renting in KY for almost 2 years, you would have a reasonable claim to KY residency. It's not that hard, and we have a really good concealed carry license. I'd suggest switching residency and then you can buy here.
