I am drawn between the Ruger Mark IV Target model in SS or the less expensive blued model. I see a weight difference of almost 8oz. between  the two, Any comments on the significance of this weight differential?

Gregory, the 8oz heavier Mark IV Target, will likely be slightly more accurate due to less muzzle flip from more weight. Now, being that it is a .22, does not have much recoil to begin with so the lighter pistol may handle better for long shooting sessions. I would go with the Stainless.

the weight difference is in the grip frame Stainless steel or Alloy so I don't think the weight will have much effect on muzzle flip and the alloy frames have been around 40+ years on the ruger Mark guns so I don't see a real advantage to either I suggest getting the Blue and a lot of extra ammo ( I am still shooting my MK II)
