Jimmy, shells are the same length as you stated but the 21 pellet version just has an extra layer of buffer material between the powder cup and shot. The payload is lighter and therefore has a slightly higher velocity than the heavier 27 pellet payload. At self defense ranges the 27 pellet version is preferable. For slightly longer effective distance the higher velocity version is preferable. It just adds about 15 more yards of effective penetration at distance for say, hunting purposes. Hope this makes sense. Cheers! 21 Pellet = 1345 fps and 27 Pellet =1270 fps.
