James, Buds likely will not sale a firearm that is not State compliant as configured from the factory. You can certainly ask Buds Customer Service as I have heard from other members that if magazine capacity is the ONLY state restriction that some Buds personnel have offered to remove/replace magazines. here lately we have heard that buds will ship with NO Magazine if that is the only reason that a gun is non compliant you would need to Contact Buds customer service available 9AM to 9PM EST Monday through Friday or use the blue chat now button and they will help you with the order .
