no it is not legal in MN due to the melting point laws see*******Prohibited: Ruger Wrangler .22 revolvers, Walther rimfire pistols, Cobra, Phoenix Arms, *******Heritage Arms, Hi-Point, and GSG rimfire pistols. https://www.budsgunshop.com/feeds/state_reg/minnesota_restrictions.pdf
