Usually, the surplus ones can be a mixed batch, but generally the decocker models actually should be labeled with a "d". Wouldn't be surprised if this is just the safety.

With it being a, "Compact," and not a, "75D compact," I'm inclined to say that it has a safety and not a decocker.
